Like Yamamoto said, Ukitake is charismatic and is usually at the center of attention in crowds. In addition, he is also admired and looked up to in his division. Ukitake undoubtedly has many friends, but only few are shown in the series.
Captains
» Yamamoto Genryuusai Shigekuni
Yamamoto is the captain of the First Division, the captain among all captains, the founder of the Shinou Institute of Spiritual Art, and also the teacher of Ukitake and Shunsui. Being the one who trained both Ukitake and Shunsui, he undoubtly shares a special bond with them both. Ukitake and Shunsui were also the first to become captains through his academy. Yamamoto is also the one who taught them to upon their justice, which is primarily the reason which lead them to their revolt in their attempt to rescue Rukia from her execution.
» Kyoraku Shunsui
Shunsui, the captain of the Eighth Division, is infamously known for chasing women. It hasnt been revealed how long Ukitake and Shunsui had known each other, but has been shown that they have been best friends upon entering the academy. Although they may seem different in personality, they path which they walk upon are the same. In other words, they are two very different people, but their intentions are the same. According to Yamamoto, both Ukitake and Shunsuis abilities in battle are complimentary and unrivaled.
The friendship between Ichigo and Sado mirrors that of Ukitake and Shunsui. When Ichigo went to the Soul Society in attempt to Rukia, Sado followed even though he didn't know Rukia that well. The reason was because not only was Ihigo was his bestfriend, it was because of the promise made between them that they would fight for each other at times of trouble and if one were to put his life on the line, the other will also do the same. In Ukitake and Shunsui's case, Shunsui possibly had little or no relation with Rukia, but most possibly knew of her through the Kuchiki name. So, why would Shunsui help Ukitake and his plight to save someone who wasn't in his division? Like for Ichigo and Sado, it is because of friendship.
In attempt to save Rukia from her execution, Ukitake had secretly asked Shunsui to help with the destruction of Soukyoku. With their combined strengths, they both suceeded.
» Kuchiki Byakuya
Byakuya is the captain of the Sixth Division who is known for his noble status in the Soul Society. He is also the husband of the late Hisana (chapter 138), and the brother in law, and the adopter of Rukia (chapter 179). Although it may not seem as if they have much of a friendship with each other, it is mainly their relationship with Rukia which draws them together. Ukitake and Byakuya, being division captains and guardians, are two important people in Rukias life which she cant always communicate with directly, Byakuya tends to always be sulky towards Rukia, and Ukitake for usually being away due to illness. In contrast to their personalities, Byakuya is always cold whereas Ukitake is warm and amiable towards others. Byakuya may not always seem to want to be with Rukia, which is quite understandable because of the striking similarities between her and his late wife, however it is quite probable that Ukitake would not only want to know Rukia more, but also his division because of his frequent absences.
Another thing to note is the way Byakuya talks to Ukitake in the series. Being a noble, Byakuya is obligated to setting a good example to other shinigamis, so he must always be polite to everyone, so he would address Ukitake as senpaiE However, there could be chance that Ukitake was considered as an actual 'senpai' to Byakuya.
» Hitsugaya Toshirou
Hitsugaya is the captain of the Tenth Division and is known for being a child prodigy. During the days counting down to Rukia's execution, Hitsugaya was one of the few captains along with Ukitake who were against the idea and took action against it.
It is also known that Ukitake has a one-sided like for Hitsugaya, mainly because their names sound similar, Toushirou and Jyuushirou. Because of it, whenever Ukitake sees Hitsugaya, he tends to give him alot of food. Some may also see Ukitake as a father figure to Hitsugaya. As demonstrated in the VJUMP inregards to Hitsugaya's birthday, Hitsugaya isn't too fond of Ukitake's antics.
Subordinates
» Shiba Kaien
Kaien is of the noble Shiba family, the older brother of Kuukaku and Ganjyuu, and also the vice captain of Ukitakes division. Due to Ukitakes frequent absences, Kaien would sometimes be seen as being the captain of that division. Before the death of Kaien, Ukitake was the one who granted him permission to fight alone to avenge the death of is wife and her squad. Kaien is seen to be irreplacable as a vice-captain when it comes to personality and dedication, and that may have been one of the reasons why Ukitake had not selectected another vice-captain after his death.
» Kotetsu Kiyone & Kotsubaki Sentarou
Kiyone and Sentarou are the two third ranked shinigami of the Division Thirteen. They are seen to be constantly rivaling over who Ukitake likes the best, and being obnoxiously loud while doing it. To them, Ukitake is their idol and they would do anything from following to arguing over him.
» Kuchiki Rukia
Ukitake is the type of person who would do whatever it takes to save his family, friends, and those around him. Rukia is no exception. Although it may be hard to keep track of absolutely every member of the Thirteenth Division, Rukia's involvement in the events leading to Kaien's death, was without a doubt a night were hard to forget and perhaps had increased Ukitake's desire to save Rukia.

» Shihouin Yoruichi
Yoruichi was the former captain of the Second Division, Uraharas good friend, and also the one who guided Ichigos group into the Soul Society. Not much is shown about Ukitakes relationship with Yoruichi. However, as shown in Chapter 118 of the manga, it is inevitable that Yoruichi knows about Ukitake and his tendencies to want to save people. Ukitake being somewhat agressive in these situations, for example he went as far as having losing his Captain status for destroying Soukyoku and trying to save Rukia, if he were to be against Yoruichi helping Ichigo that would mean huge problems for her and Urahara. In other words, it was wise for Yoruichi to answer Ukitake's "what kind of drug did you use on Ichigo" question in such a way that she didn't answer the question at all.
» Kurosaki Ichigo
